Most Holy Father,

The conversations and meetings with Cardinal Ratzinger and his collaborators, although they took place in an atmosphere of courtesy and charity, persuaded us that the moment for a frank and efficacious collaboration between us had not yet arrived.

For indeed, if the ordinary Christian is authorised to ask the competent Church authorities to preserve for him the Faith of his Baptism, how much more true is that for priests, religious, and nuns?

It is to keep the Faith of our Baptism intact that we have had to resist the Spirit of Vatican II and the reforms inspired by it.

The false ecumenism which is at the origin of all the Council’s innovations in the Liturgy, in the new relationship between the Church and the world, in the conception of the Church itself, is leading the Church to its ruin and Catholics to apostasy.

Being radically opposed to this destruction of our faith and determined to remain within the traditional doctrine and discipline of the Church, especially as far as the formation of priests and the religious life is concerned, we find ourselves in the absolute necessity of having ecclesiastical authorities who embrace our concerns and will help us to protect ourselves against the Spirit of Vatican II and the Spirit of Assisi.

That is why we are asking for several bishops chosen from within Catholic Tradition, and for a majority of the members on the projected Roman Commission for Tradition, in order to protect ourselves against all compromise.

Given the refusal to consider our requests, and it being evident that the purpose of this reconciliation is not at all the same in the eyes of the Holy See as it is in our eyes, we believe it preferable to wait for times more propitious for the return of Rome to Tradition. That is why we shall give ourselves the means to carry on the work which Providence has entrusted to us, being assured by his Eminence Cardinal Ratzinger’s letter of May 30th that the episcopal consecration is not contrary to the will of the Holy See, since it was granted for August 15th.

We shall continue to pray for modern Rome, infested with Modernism, to become once more Catholic Rome and to rediscover its 2000 year-old Tradition. Then the problem of our reconciliation will have no further reason to exist and the Church will experience a new youth.

To: Frs. Williamson, Tissier de Mallerais, Fellay, de Galarreta.

My Dear Friends,

The See of Peter and the posts of authority in Rome being occupied by anti-Christs, the destruction of the Kingdom of Our Lord is being rapidly carried out even within His Mystical Body here below; especially through the corruption of the Holy Mass whichont both the splendid expression of the triumph of Our Lord on the Cross, “Regnavit a Ligno Deus,” and the source of the extension of His kingdom over souls and over societies. Hence the absolute need appears obvious of ensuring the permanency and continuation of the adorable Sacrifice of Our Lord in order that “His Kingdom come”. The corruption of the Holy Mass has brought the corruption of the priesthood and the universal decadence of Faith in the Divinity of Our Lord Jesus Christ.

God raised up the Priestly Society of St. Pius X for the maintenance and perpetuity of His glorious and expiatory sacrifice within the Church. He chose Himself some true priests instructed in and convinced of these divine mysteries. God bestowed upon me the grace to prepare these Levites and to confer upon them the grace of the priesthood for the continuation of the true sacrifice according to the definition of the Council of Trent.

This is what has brought down upon our heads persecution by the Rome of the anti-Christs. Since this Rome, Modernist and Liberal, is carrying on its work of destruction of the Kingdom of Our Lord, as Assisi and the confirmation of the liberal theses of Vatican II on Religious Liberty prove, I find myself constrained by Divine Providence to pass on the grace of the Catholic episcopacy which I received, in order that the Church and the Catholic priesthood continue to subsist for the glory of God and for the salvation of souls.

That is why, convinced that I am only carrying out the holy will of Our Lord, I am writing this letter to ask you to agree to receive the grace of the Catholic episcopacy, just as I have already conferred it on other priests in other circumstances. I will bestow this grace upon you, confident that without too long a delay the See of Peter will be occupied by a successor of Peter who is perfectly Catholic, and into whose hands you will be able to put back the grace of your episcopacy so that he may confirm it.

The main purpose of my passing on the episcopacy is that the grace of priestly orders be continued, for the true Sacrifice of the Holy Mass to be continued, and that the grace of the Sacrament of Confirmation be bestowed upon children and upon the faithful who will ask you for it.

I beseech you to remain attached to the See of Peter, to the Roman Church, mother and mistress of all the Churches, in the integral Catholic Faith, expressed in the various creeds of our Catholic Faith, in the Catechism of the Council of Trent, in conformity with what you were taught in your seminary. Remain faithful in the handing down of this faith so that the Kingdom of Our Lord may come.

Finally, I beseech you to remain attached to the Priestly Society of St. Pius X, to remain profoundly united amongst yourselves, in submission to the Society’s Superior General, in the Catholic Faith of all time, remembering this word of St. Paul to the Galatians (Ch 1:8,9). “But even if we or an angel from heaven were to teach you a different gospel from the one we have taught you, let him be anathema. As we have said before, now again I say: if anyone teaches you a different gospel from what you have received, let him be anathema.” My dear friends, be my consolation in Christ Jesus, remain strong in the Faith, faithful to the true Sacrifice of the Mass, to the true and holy priesthood of Our Lord for the triumph and glory of Jesus in heaven and upon earth, for the salvation of souls, for the salvation of my own soul.

The Prelate to save the Priesthood


"We turn to the Blessed Virgin Mary. You well know, my dear brethren, one must have told you of Leo XIII’s prophetic vision revealing that one day “the See of Peter would become the seat of iniquity.” He said it in one of his exorcisms, called “The Exorcism of Leo XIIL” Has it come about today? Is it tomorrow? I do not know. But in any case it has been foretold. Iniquity may quite simply be error. Error is iniquity: to no longer profess the Faith of all time, the Catholic Faith, is a grave error. If there ever was an iniquity, it is this. And I really believe that there has never been a greater iniquity in the Church than Assisi, which is contrary to the First Commandment of God and the First Article of the Creed. It is incredible that something like that could have ever taken place in the Church, in the eyes of the whole Church – how humiliating! We have never undergone such a humiliation! You will be able to find all of this in Fr. LeRoux’s booklet which has been especially published in order to give you information on the present situation in Rome.

It was not only the good Pope Leo XIII who said these things, but Our Lady prophesied them as well. Just recently, the priest who takes care of the priory of Bogota, Colombia, brought me a book concerning the apparition of Our Lady of “Buon Suceso,” – of “Good Fortune,” to whom a large church in Quito, Ecuador, was dedicated. They were received by a nun shortly after the Council of Trent, so you see, quite a few centuries ago. This apparition is thoroughly recognized by Rome and the ecclesiastical authorities; a magnificent church was built for the Blessed Virgin Mary wherein the faithful of Ecuador venerate with great devotion a picture of Our Lady, whose face was made miraculously. The artist was in the process of painting it when he found the face of the Holy Virgin miraculously formed. And Our Lady prophesied for the twentieth century, saying explicitly that during the nineteenth century and most of the twentieth century, errors would become more and more widespread in Holy Church, placing the Church in a catastrophic situation. Morals would become corrupt and the Faith would disappear. It seems impossible not to see it happening today.

I excuse myself for continuing this account of the apparition but she speaks of a prelate who will absolutely oppose this wave of apostasy and impiety – saving the priesthood by forming good priests. I do not say that prophecy refers to me. You may draw your own conclusions. I was stupefied when reading these lines but I cannot deny them, since they are recorded and deposited in the archives of this apparition."

NEW CODE OF CANON LAW


A second question is now being put to us: “What do you think of the new Canon Law?”

We are unfortunately obliged to answer that despite certain useful modifications, the spirit which has presided over this general reform is the same as that which inspired the changing of liturgical books, catechisms, and the Bible. The Apostolic Constitution introducing the new Canon Law explicitly says on page xi of the Vatican edition: “The work, namely the Code, is in perfect accord with the nature of the Church, especially as has been proposed by the II Vatican Council. Moreover, this new Code can be conceived as an effort to expose in canonical language this doctrine, i.e., conciliar Ecclesiology. The elements of this Ecclesiology are the following: Church = people of God; hierarchical authority = collegial service; Church = communion; and lastly the Church with Her duty to ecumenism.

Each one of these notions is ambiguous and will allow Protestant and Modernist errors to inspire from now on the legislation of the Church. It is the authority of the Pope and of the Bishops which is going to suffer; the distinction between the clergy and the laity will also diminish; the absolute and necessary character of the Catholic will also be extenuated to the profit of heresy and schism; and the fundamental realities of sin and grace will be worn down.

These are all dangerous for the doctrine of the Church and the salvation of souls.

Let us pray that this new Code will never come into force......

We would have evidently been under the authority of Cardinal Ratzinger, President of the Roman Commission, which would have directed us; we were putting ourselves into his hands, and consequently putting ourselves into the hands of those who wish to draw us into the spirit of the Council and the spirit of Assisi. This was simply not possible.

This is why I sent a letter to the Pope, saying to him very clearly: “We simply cannot accept this spirit and proposals, despite all the desires which we have to be in full union with you. Given this new spirit which now rules in Rome and which you wish to communicate to us, we prefer to continue in Tradition; to keep Tradition while waiting for Tradition to regain its place at Rome, while waiting for Tradition to re assume its place in the Roman authorities, in their minds.” This will last for as long as the Good Lord has foreseen.

It is not for me to know when Tradition will regain its rights at Rome, but I think it is my duty to provide the means of doing that which I shall call “Operation Survival,” operation survival for Tradition. Today, this day, is Operation Survival. If I had made this deal with Rome, by continuing with the agreements we had signed, and by putting them into practice, I would have performed “Operation Suicide.” There was no choice, we must live! That is why today, by consecrating these bishops, I am convinced that I am continuing to keep Tradition alive, that is to say, the Catholic Church.

You well know, my dear brethren, that there can be no priests without bishops. When God calls me – no doubt this will be before long – from whom would these seminarians receive the Sacrament of Orders? From conciliar bishops, who, due to their doubtful intentions, confer doubtful sacraments? This is not possible.

We tremble at the thought that the infiltration of modernism, that is to say naturalism, may continue in the Church. The consequences of this veritable cancer are the most serious that the Church has had to undergo during the course of her history; that is, the corruption of the Faith of numerous bishops and a great number of priests, monks and nuns. These clerics reason like the modernists and the protestants: witness the newly published book “Bishops Speak of the Faith of the Catholic Church.” The ideas of sanctifying grace, original sin, mortal sin and its consequences, of the expiatory Sacrifice of Our Lord which continues on our altars, are all spoiled. In their place one finds all the errors of liberalism, of Americanism, of Sillonism, and of modernism condemned by the Sovereign Pontiffs. Add to that the theology of liberation which is a Marxist interpretation of the Gospel—a sacrilegious and outrageous misinterpretation of Our Lord. Therefore, let us not be amazed that the patience of God is exhausted!

'One final objection: the Council is a Council like the others, therefore it should be followed like the others. It is like them in its ecumenicity and in the manner of its being called, yes; like them in its object, which is what is essential, no. A non-dogmatic Council need not be infallible; it is only infallible when it repeats traditional dogmatic truths.

How do you justify your attitude towards the Pope?

We are the keenest defenders of his authority as Peter’s successor, but our attitude is governed by the words of Pius IX quoted above. We applaud the Pope when he echoes Tradition and is faithful to his mission of handing down the deposit of the Faith. We accept changes in close conformity with Tradition and the Faith. We do not feel bound by any obedience to accept changes going against Tradition and threatening our Faith. In that case, we take up position behind the papal documents listed above.

We do not see how, in conscience, a Catholic layman, priest or bishop can adopt any other attitude towards the grievous crisis the Church is going through. Nihil innovetur nisi quod traditum est – innovate nothing outside Tradition.

May Jesus and Mary help us to remain faithful to our episcopal promises! “Call not true what is false, call not good what is evil.” That is what we were told at our consecration.'

'It is impossible to profoundly modify the Lex Orandi without modifying the Lex Credendi. To the New Mass there corresponds the new catechism, the new priesthood, the new seminaries, the new universities, the "Charismatic" Church, Pentecostalism: all of them opposed to orthodoxy and the never-changing Magisterium.

This reformation, deriving as it does from Liberalism and Modernism, is entirely corrupted; it derives from heresy and results in heresy, even if all its acts are not formally heretical.

“What could be clearer? We must [according to Rome] henceforth obey and be faithful to the Conciliar Church, no longer to the Catholic Church. Right there is our whole problem: we are suspended a divinis by the Conciliar Church, the Conciliar Church, to which we have no wish to belong! That Conciliar Church is a schismatic church because it breaks with the Catholic Church that has always been. It has its new dogmas, its new priesthood, its new institutions, its new worship… The Church that affirms such errors is at once schismatic and heretical. This Conciliar Church is, therefore, not Catholic. “We would have to re-enter this Conciliar Church in order, supposedly, to make it Catholic. That is a complete illusion. It is not the subjects that make the superiors, but the superiors who make the subjects… Amongst the whole Roman curia, amongst all the world’s bishops who are progressives, I would have been completely swamped. I would have been able to do nothing… [As for the Pope appointing conservative bishops] I don’t think it is a true return to Tradition. Just as in a fight when the troops are going a little too far ahead and one holds them back, so they are slightly putting the brakes on the impulse of Vatican II because the supporters of the council are going to far… the supposedly conservative bishops are wholly supportive of the council and of the liturgical reforms… No, all of that is tactics, which you have to use in any fight. You have to avoid excesses… [Asked about signs of benevolence to Tradition] There are plenty of signs showing us that what you are talking about is simply exceptional and temporary… So I do not think it is opportune to try contacting Rome, I think we must still wait. Wait, unfortunately, for the situation to get still worse on their side. But up till now, they do not want to recognize the fact… That is why what can look like a concession is in reality merely a maneuver to separate us from the largest number of faithful possible. This is the perspective in which they seem to be always giving a little more and even going very far. We must absolutely convince our faithful that it is no more than a maneuver, that it is dangerous to put oneself into the hands of the conciliar bishops and Modernist Rome. It is the greatest danger threatening our people. If we have struggled for twenty years to avoid the conciliar errors, it was not in order, now, to put ourselves into the hands of those professing these errors. “Cardinal Ratzinger is against infallibility. The pope is against infallibility by his philosophical formation. Understand me rightly! – We are not against the pope insofar as he represents all the values of the Apostolic See which are unchanging, of the See of Peter, but we are against the pope insofar as he is a modernist who does not believe in his own infallibility, who practices ecumenism. Obviously, we are against the Conciliar Church which is virtually schismatic, even if they deny it. In practice, it is a Church virtually excommunicated because it is a Modernist Church. Remarks with Respect to the New Bishop to Succeed
His Excellency Bishop de Castro Mayer

Precision seems to me very important in the solution of the problems of jurisdiction of the new bishop with respect to his priests and faithful.First of all, it must be noted that his situation is not exactly the same as that of Bishop de Castro Mayer. This latter is Bishop Emeritus of Campos, after having been its residential bishop. Hence, one could conclude that he kept, if not a juridical power, at least a moral power, which given the present circumstances, could justify a pastoral action with respect to his former priests and faithful.This is not the case with the new bishop, who has no other basis for jurisdiction than that which comes from the requests of the priests and the faithful to take care of their souls and those of their children, and who have asked him to accept the episcopacy so as to give them true Catholic priests and the grace of the Sacrament of Confirmation.

Thus it is clear that the jurisdiction of the new bishop is not territorial but personal, as becomes also the jurisdiction of the priests.Inasmuch as the faithful request from the priests and the bishop the sacraments and the doctrine of the Faith, the priests and the bishop have the duty to watch over the good reception and good use of doctrine and the grace of the Sacrifice of the Mass and the Sacraments. The faithful cannot request the Sacraments and at the same time refuse the vigilant authority of the priests and the bishop.In order to watch over the good order of the apostolate and its efficacy, the organization of the Society of the holy Cure of Ars seems very appropriate and ought to reunite obligatorily all the priests who desire to continue the traditional apostolate.It would seem desirable that the bishop, once consecrated, be named president of the presbyteral council for life, in order that he might hold an authority, which is indispensable for the nomination of priests, for new foundations, for inter-parish activities, for the seminary and religious societies.

Since the jurisdictional authority of the bishop does not come from a Roman nomination, but from the necessity of the salvation of souls, he will have to exercise it with a special delicacy and taking special account of his presbyteral council.Moreover, the faithful and priests must acknowledge the grace of having a pastor, successor of the Apostles, and guardian of Tradition of the deposit of the Faith, of the Eucharistic Sacrifice, of the Catholic priesthood and of the grace of the Sacraments, and they must consequently facilitate the exercise of his authority by a generous obedience.Since the jurisdiction of the bishop is not territorial but personal and has as its source the duty of the faithful to save their souls, if a group of faithful in the diocese calls upon the bishop to have a priest, this group gives by this very fact, authority to the bishop to watch over the transmission of the Faith and of grace in this group, by the intermediary of the priest that he sent.Thus, so it seems to me, will be resolved in an order, which is in conformity to the spirit of the Church, the delicate problems which come from an episcopal consecration without the explicit mandate of Rome but with the implicit mandate of the Roman Church, Guardian of the Faith.The new bishop remains the ontological link with the Church, faithful to its Divine Spouse, Our Lord Jesus Christ.
